sending messages to users

it would be good under the user section if it gave you an option to send messages directly to particular users - as an alert for whilst on shift.

Also having a staff message board so this flags up for anyone that logs in and they have to read before they can continue - this function worked really well when using CMS. Staff can add messages if there are any changes to care plans, risk assessments, alerts and monitors for residents
